中日韩的FTA进程及其政策比较分析

A Comparative Analysis of the FTA Development and Policies of China, Japan and South Korea

中国、日本和韩国的FTA已经起步并正在争先恐后、竞争性地加快其速度。其中,日本和韩国迅速地调整和明确了FTA战略,设立专门机构,扩充人员编制,制定相关法规使FTA走向制度化,并加强有关FTA的系统研究,进行可行性论证,为决策提供科学依据。尽管中国作为发展中国家推行投资贸易自由化对国内产业将造成较大的冲击,但还是在积极推进。在这一过程中,中国还缺乏FTA总体战略规划,缺乏FTA经济、社会效果的评价体系和受损产业的补偿办法等的系统研究,更缺乏相关的制度保障等,这些问题亟待解决。

The implementation of FTA of China, Japan and South Korea has already been started and the three countries have been vying with each other in its acceleration. Of the said three countries, Japan and South Korea have lost no time in adjusting and defining their respective FTA strategies, establishing specialized institutions, augmenting personnel size, formulating relevant statutes, sponsoring systematic studies of FTA, and conducting feasibility studies to provide scientific basis for decision-making. China is also taking active measures to propel the implementation of FTA, although its domestic industries, with China as a developing country, will be undoubtedly adversely affected in the process. While doing so, as the paper has observed, China is as yet suffering from the shortage of overall strategic FTA planning, the shortage of an assessment system of FTA economic and social effect, of systematic studies of the compensation methods for the damaged industries, and especially of relevant institutional insurance. The paper holds that all of the above problems need proper solutions as soon as possible.
