During the llth Five-year Plan, the government will face a number of significant changes in the macro-regulation environment. The period of the l lth Five-year Plan is not only a ＂golden development period＂, hut also a ＂serious contradictions period＂. It can be said to be both opportunities and challenges. During the l lth Five-year Plan, only the government when fully understands the environmental factors, which will effect the maero-regnlation objectives, such as ＂economic growth＂ , ＂full employment＂ , ＂price stability＂ and ＂the international balance of income and payment equilibrium ＂, can it take precautions, play advantages and prevent defects, and set down correct development strategies and policies. Thus we can maintain the steady and healthy development of national economy so as eventually to achieve the desired macro-regulation objectives.
