2006《美国国家安全战略》报告仍然坚持“先发制人”战略,以推广“有效的民主”作为战胜恐怖主义的法宝。报告具有4大特征:“有效的民主”与“反恐”相结合;理想主义与现实主义相结合;单边主义色彩弱化;延续性、扩展性和包容性并存。然而,美国的实力和实现“民主”的漫长过程势必会影响其战略的现实实践。

The National Security＂ Strategy of the USA （2006） reflects the U.S. decision to defeat terrorism by promoting ＂effective democracy＂ and maintaining ＂preemptive strategy＂. Its characteristics include： combination of ＂effective democracy＂ and counter-terrorism, combination of idealism and realism, toning down of unilateralism, and juxtaposition of continuity, expansiveness, and inclusiveness. Yet the U. S. limited power and the fact that democracy is a tough and long process will affect the real practice of the strategy.
