It can maintain the long-term and sustained development of the economy in China, we must enlarge the investment of the human capital, the Governmental Authorities should strengthen the investment on the aspects of the education,training and public medical treatment, it enables the advantages of the great human resources to be transformed in to the advantage of the human capital. Therefore, improving the quality of the laborers is the strategic measure for improving the comprehensive national power.
