根据国内外水权和水市场以及我国中小流域水资源开发利用的状况,通过流域水资源市场开发研究,提出中小流域水资源开发水权转让模式.
Based on the domestic and of oversea status of water rights and water markets and the practical development of water resources in the medium-and-small drainage basin in China, by means of the development and research water resources market of basin, the model of the stransferability of water rights in the development of water resources in the medium-and-small basin was put forword.
