摘要
本文以国家统计局发布的1991-2003年度统计数据为基础,运用广义的Cobb-Douglas生产函数,对中国科技投入的经济效果进行了实证分析,结果表明:中国科技投入不但对当期的经济增长具有促进作用,而且还存在滞后效应;中国科技投入对经济增长的滞后期只有两年,科技投入短视行为明显;中国在增加科技投入总量的同时,更要对科技投入的结构、科技资源的优化配置和使用效率给予足够的重视。
Based on the data from 1991 to 2003 released by the China Statistical Bureau, applied general Cobb - Douglas productivity function, this article takes empirical analysis on the relationship between science and technology investment and economic effect. The results show: science and technology investment not only brings about the present economic growth but also has retardation influence, and the retardation influence is only two years, its short behavior is very distinct. It is needed to not only pay attention to the gross but also to the structure and equipment and efficiency of the science and technology investment.
