电信普遍服务若干问题研究

A research on some problems of universal services in telecommunication

电信普遍服务源自美国。经过近百年的发展,电信普遍服务业已成为世界大多数国家的共识。本文在广泛搜集大量文献资料的基础上,对电信普遍服务的定义、特征、对象、内容、分类、目标、原则、成本、补偿与效益等问题进行了概括与归纳,初步勾勒了近年来电信普遍服务理论研究的基本态势。

Universal service in telecommunication is originated in America. The service has already become a eommon ground for most eountries in the world after nearly one century＇s development. On the basis of a large amount of materials, this paper generalizes the problems in the universal service in telecommunication, such as its definition, characters, objects, contents, classification, goals, principles, costs, compensation, and benefit, and then gives a brief aceount of basic trends of theoretical research for universal service in telecommunication in the recent years.
