摘要
人力资本是经济增长的关键因素,目前,我国人力资本投资不足和不公平既与人力投资不足有关,又与我国转轨时期的约束条件相关。从制度经济学的视角看,人力资本产权交易障碍和人力资本投资中政府职能的错位是导致我国人力资本投资不足的主要因素。因此,以产权改革为基础推进人力资本投资市场化和推进政府职能转变,政府适度参与人力资本投资是我国改善人力资本投资,构建和谐社会之良策。
Human capital investment is the key factor of economy growth. China has abundant human resources and scarce material resources, which brings about the significance of human capital investment. Owing to the distinct insufficiency and the inequity of China's human capital investment, it is necessary to implement the reform on governmental functions. The paper brings forward a corresponding explanation to the China's human capital investment from the perspective of institutional economics and advances some brief policy suggestions.
