Overall Planning Failure and Countermeasures in Land Management

在前两轮土地利用总体规划的编制和实施过程中,都普遍存在着规划失灵的现象,使规划的龙头地位变得有名无实。本文简要地阐述了土地利用总体规划失灵的表现,主要针对土地利用总体规划失灵的原因进行分析,从而提出了防止土地利用总体规划失灵的一些对策。

In the first two rounds of compiling and implementing the overall land management plan, planning failures were a common problem so that the plan failed to play the expected guiding role. This paper summarizes some symptoms of such failure, then concentrates on the causes and finally proposes some countermeasures to prevent such failures.
