摘要
BOT模式是当前国际上广泛采纳的一种主要应用于公共设施建设的项目融资方式,它对缓解政府财政压力、构建合理的融资体系具有积极意义。从分析林业项目的特点入手,指出林业投资不足的现实及原因,试图通过引进BOT融资方式,并作适当调整和改进,来解决林业项目资金供求矛盾的困境。
As an internationally adopted modal to attract investment in basic public facilities, BOT modal helps ease the financial burden on the government and build a justifiable financing system. This paper starts by analyzing the features of forestry projects, then points out the reality and the causes of investment shortage in forestry. It attempts to adjust, improve and thus dissolve the contradiction of finance demand and supply by introducing BOT financing modal.
