当代西方经济学在研究市场失灵的过程中建立了外部性理论,并运用外部性理论对市场失灵的不同情况进行了解释。西方经济学外部性经济理论的提出,为改善生态环境的外部性提供了理论依据。依据外部性理论,西部地区生态环境建设的基本思路是:运用产权手段解决西部生态环境问题,具体包括:强化制度安排,解决西部经济发展过程中的外部性;建立西部地区的生态环境补偿制度和污染治理制度等措施。

According to the theory of externality, the basic thoughts of the construction of westen ecological environment is as follows. Solve the westen ecological problems by the means of property rights.
