罗斯福“新政”是为了挽救垂危的资本主义,在资本主义体系内进行的一次系统的、激进的改革。“新政”局部改变了资本主义的生产关系,使资本主义在相当程度上克服了垂死的、腐朽的状态,重新恢复了生机。“新政”标志资本主义进入了一个新阶段,即从传统资本主义转变为现代资本主义。现代资本主义虽未能消除资本主义社会的基本矛盾,但与传统资本主义在经济调控和国家职能方面有重大区别。
“New Deal” was a systematic, radical reform within the capitalist system in order to rescue dying capitalism. The “New Deal” partially changed the productive relationship of capitalism and made capitalism become reinvigorated. The “New Deal” marked that capitalism had entered a new phase, that is, it had evolved into contemporary capitalism from traditional capitalism. Contemporary capitalism has not eliminated the basic contradiction of capitalist society, but it has major difference with traditional capitalism in economic regulation and control and function of the state.
