正确把握八个关系 提升江苏省水资源管理水平

Enhancing water resources management level by properly dealing with eight relations in Jiangsu province

结合江苏省多年的治水实践,特别是水资源管理方面的实践和体会,着重阐述如何认识和把握水资源管理中人与水、经济社会发展与水资源、防洪与水资源、供水与节水、水质与水量、流域管理与区域管理、资源开发与保护、工程措施与非工程措施等八个方面的关系。

With many years＂ experiences of water harness in the Jiangsu Province, particularly experiences in water resources management, the author centers on discussing how to deal with eight relations in water resources management, such as people and water, economic and social development with water, flood control and water resources, water supply and water conservation, water quality and quantity, fiver basin management with regional management, resource development and protection, as well as structural and non-structural measures.
