我国城市社区体育资源是一种稀缺资源,它的稀缺性决定了对社区体育资源配置相关问题研究的必要性,城市社区体育资源配置的目标是让稀缺的体育资源得到最大限度利用,使有限的资源通过配置最大限度满足社区居民的健身娱乐需要。社区体育资源的配置模式构建既不是单纯的政府行为,也不是一种单纯的民间活动,而是各类社会群体,各种社区力量共同参与的过程。社区体育资源的配置要考虑社区的地域性特征,其配置的目的是最大限度满足社区居民多样化的体育娱乐需要,体现“以人为本”。
