水费计收信息化管理是灌区信息化建设的一个重要内容,同时,灌区数据库建设在灌区信息化建设过程中处于核心地位。介绍了“灌区用水申报软件”的主要功能、开发环境以及技术要点和难点。该软件用于辅助管理单位进行水量申报的管理工作,能够访问Access数据库,读取相应数据,计算各个时刻的需水量,并确定应缴纳的水费。设计目的是方便、迅速地为灌溉决策部门提供原始数据和计算数据,并能对数据提供格式输出。

Water fee collection information management is an important part of the construction of irrigation district informatization, while database construction is the center of the informatization progress. The main function, development environment and key techniques of the software, named Water Order Information, are outlined. This software can be used in the water order information management through visiting Microsoft Access database, retrieving the ordering information, calculating the water demand at given time, and determining the corresponding water fees. It can provide the irrigation decision makers with original and analyzed data, as well as the formatted output.
