摘要
基于科技项目后评价视角构建财政R&D项目绩效评估体系是一种可行的方法。本文就该问题进行了有益的探索,指出评价体系的构造过程可分为评价指标初选和指标体系完善二个阶段,结合上海市的问卷调查资料,本文构建出财政R&D项目投入产出绩效评价体系,该体系具有一定的兼容性,可用于不同性质R&D项目(基础研究、应用研究和试验发展)的评估,期望给现实实践工作带来启发和帮助。
Performance evaluation system of R＆D projects expenditure input from the state finance based on project later evaluation is an accessible method. The paper designs one index system of performance evaluation of R＆D projects and points out that construction of index system includes two stages： index choice and index revision.
