摘要
产业生态化重组是发展循环经济的重要内容。本文分析产业生态化重组的重要性,探讨西部产业生态化重组的制约因素,指出应优先发展生态修复产业、生态农业、生态工业园、绿色服务业、矿产开发与生态修复等产业,并提出政策建议:建立生态补偿机制、制定循环经济产业政策、加强循环经济法制建设、构建循环经济税收政策以及绿色产业准入制度。
This paper analyzed the necessity of developing cycle economy in west china, and inhibiting factors of eco-reorganization in western industry. Reorganization of industrial structure is priority field of cycle economy. The main industries are as follows： ecological restore industry, ecological agriculture, ecological industrial park, green services, mineral resources exploitation and ecological restoration. Finally, it discussed fives policies.
