介绍了国际上对“环境问题”的认识的发展过程，日本为何从环保向循环社会过渡及其理论架构，并提出：掌握循环社会的关键在于“绿色消费者化”。
The article presents the development process of how international society understood environmental problems and why Japan transfered from environmental protection to eco-cycle society together with its theoretic framework, The author also puts forward that the key factor to build eco-cyle society is green consumer.
