近来 ,有关部门提出了超常规培育机构投资者的证券市场监管政策 ,认为机构投资者能稳定证券市场 ,提高证券市场运行效率。但是 ,机构投资者并不必然能稳定证券市场 。

Recently the relevant departments have promoted the security market regulation policy of fostering institution investors in super-regular .way. They consider that institution investors can stabilize the security market and raise the efficiency of security market. But based on analysis of relationship between institution investors and stabilization of security market, the paper put forward that, stabilization not only demands institution investors but also calls for conditions of system, So construction and perfection of system are very necessary.
