摘要
介绍国内外有关初始水权分配研究概况，结合江西省水资源特性，提出开展该项研究工作的主要任务．
The study content of the initial water rights distribution home or abroad was introduced. Based on the characteristic of water resources in Jiangxi province, the main tasks and key work of this study were put forword.
