简述了洪水管理要领和洪水风险管理体系，认识到实现洪水资源化，必须要以及时、准确的信息，可靠的洪水预警预报为基础，并提出在实践中做好洪水风险管理的几点建议．
The conception of flood management and the system of flood risk management were stated. The speed and accurate information and the reliable flood fastcast were needed in order to make flood change resources. At last, the suggestions of flood risk management was put forword.
