An Institutional Barrier Analysis of Farmers' Income Increase in China

制约我国农民增收的制度障碍来自于多方面综合因素,但总的来说,在政府行为上,主要表现为政府失灵和政策失效;在体制安排上,主要表现为土地制度、户籍制度、教育制度和税费制度等几个方面不合理因素的制约,其它方面的因素都是由此派生出来的,本文试就此论述之。

Many elements limited farmers＇ income increase. But from the institutional point of view, the institutional impediments for increasing farmers＇ income were government failure and policy invalidation at the macro institutional scale, such as the land tenure system, the registered residence system, the education system, and the tax and fee system; At the micro institutional scale it is based on performances of past institution changes in the farmers＇ income.
