摘要
系统分析承包商在工程项目作业中执行HSE(安全、环境和健康)的现状和不足,结合石化企业HSE管理特点,运用系统化管理原理,严格对进入企业工程项目作业承包商的HSE管理,从承包商的审核、监控、评估等环节着手,在开展系统化、全过程作业监控管理等方面进行了有益深入的探讨,最大限度地使工程项目作业始终处于安全受控状态。
The actuality and deficiencies of HSE implementation by contractors in project operation are systematically analyzed.Based on HSE management features in petrochemical enterprises and the principle of systematical management,HSE management on project contractors is strictly implemented.Systematical and overall process operation monitoring management is discussed in detail starting with the approval, supervision and evaluation of the contractor,in order to keep the project operation always under control.
