经过几年的激烈搏杀,布什第二任期的外交开始显露“疲惫”之态。新保守派风光不再,美国外交政策向现实主义回摆;国内孤立主义情绪在扩散;反恐苦无良策,无论是军事反恐还是民主反恐都受到国内外广泛质疑。美国徘徊在一个战略十字路口。尽管在战术上美国可能有所调整,但在战略上仍将保持进攻态势。

After a few years'struggle,the second Bush administration began to show some signs of tiredness.The new conservatives are losing momentum,and American foreign policy is swinging back to realism;The isolationist mood is expanding domestically;Counter-terrorism finds no way out,either military or democratic counter terrorism faces extensive questioning home and abroad.The US foreign policy is wandering at a strategic crossroad.Although the US will make some adjustments tactically,it will still maintain the posture of aggressiveness strategically.
