摘要
我国大学生就业制度经历了统包统分、改革的调适过渡以及市场化政策实施三个阶段。实施市场化就业政策之后,社会出现了大学生就业难的现象。但是,依据政策评估的生产力、公平性和充分性标准分析,大学生市场化就业政策解放和发展了生产力,促进人力资源的合理使用和调配,对经济发展起到了重要作用。导致大学生就业难的主要原因在于外部政策不配套。随着教育体制、人事体制以及户籍制度改革,就业难的问题将会不断得到改进。
The employment practice for university graduates in China has undergone three stages: unified assignment, adjustment and reform, and implementation of market-oriented policy. Since the implementation of the market-oriented policy for employment, difficulties arise concerning the employment of university graduates. But observed from the perspectives of productivity, equitableness and adequacy, the market-oriented employment policy for university graduates has emancipated and pushed forward productivity, enhanced the rational use and allocation of human resources and facilitated the economic development. The difficulties concerning the employment of university graduates mainly result from the mismatch of extemal policies. With the reform of educational system, personnel system and house-hold registration system, betterment is expected to be made to the difficulties concerning the employment of university graduates.
