摘要
20世纪90年代中期以来,农户外出的规模越来越大。农户外出在增加了农户收入的同时,对土地配置效率也产生了很大影响。本文认为,当存在一个完善的土地流转市场时,农户外出总是能够通过土地流转来提高资源配置效率,但是可能使得土地配置更不平均。当不存在一个完善的土地流转市场时,土地调整在某些情况下能够改善资源配置效率。值得注意的是,在农业收益率很低的情况下,农户外出可能使得土地流向那些不能有效使用的农户,这不利于农业生产效率的提高。
The migration of farmers, which has not only increased the income of farmers but also has affected the efficiency of the allocation of farm lands, has been increased since the middle 1990s. This paper argues that the migration of farmers can always improve the efficiency of allocating resource through the circulation of farm lands if the circulation market works well, while the adjustment of farm lands can improve the efficiency of allocating resource when the circulation market dose not work. However, the migration will enable those of weak ability possess more farm lands, which will do harm to the improvement of productivity of agriculture.
