On Community Autonomy and the Change of Government Functions

在当前的社区建设中,行政化倾向严重,且在管理者的选拔与管理过程中也存在着一定问题,这就违背了国家进行社区建设时有关政府与社区之间的指导而非领导关系的初衷。因此,政府应当下放权力,转变职能,改变工作方式,努力打造政府主导型社区。

Some other problems have also arisen in the selection of administers and in the process of adminstration. All these have run counter to the initial idea that the government should instruct rather than control the community in the construction of a community. Therefore, the government ought to transfer power to the community, change its own functions and promote working methods with an effort to build government-leading type of communizes.
