The direct cause of formation of business cycles is that aggregate demand doesn＇t comply with aggregate supply. This noncompliance is led by the characteristic of economy system. One of the main tasks to develop the socialist market economy is to harden budget constraints. For that a business cycle which marks with insufficiency of effective demand is inevitable, in order to solve the problem of economic cyclical fluctuation, it ought to deepen the reform of economy system, and create sound system basis for economy growth.
