Regardless of the economic basic principle or the practiced experience of other countries, all can prove that the main power of the economy＇s growing should be the domestic consumption. In the foundation of elaborating the theory on drawing the domestic consumption, this article searched and analyzed the restricted factor of the domestic demand as well as the origin. Also, it proposed the orientation of the policy on some aspects such as implementing the positive financial policy and steady monetary policy and so on, which is used for drawing the domestic consumptive demand.
