In the history of international law,there are many debates on the nature and effect of international law,especially between international law and international relations.We need new annotation.In addition,the misunderstandings between different disciplines are caused by the absence of communications and the divergence of perspective.To focus on the common issues and mutual understandings would provide the opportunity for bridging the differences and inter-disciplinary-operation.
