发展村级集体经济 促进新农村建设

改革开放以来,随着农村各项改革的不断深化,市场经济体制的逐步完善,农村以家庭承包经营为主的双层经营体制的基本建立,极大地促进了农村经济的发展,但是同时也应当看到,不少“双层经营”中的集体经营层次已在很大程度上被严重削弱,尤其是农村税费改革以后,村级集体经济的发展已成为令人十分担忧的问题。如果忽视村级集体经济的发展,就很难走出“农村穷、农民苦、农业弱”的困境,就会影响到农村基层组织的建设与巩固,影响到农村经济发展、社会进步、全面建设小康社会和社会主义新农村建设的进程。笔者从六个方面专门论述了发展村级集体经济、逐步建成社会主义新农村的对策。

If overlooking the development of village level collective economy, is nearly impossible to walk out of ＂ rural is poor, peasant is bitter, agricultural and weak ＂ difficult condition, the construction that will influence rural primary-level organizations with strengthen, influence is to rural economic development, social progress, build in an all-round way the process that well-off standard society and socialist new rural build. The author has discussed development specially from 6 aspects village level collective economy, establish the countermeasure of socialist new rural step by step.
