刘少奇的“大分配”观

Liu Shaoqi′s View on Distribution

刘少奇十分重视社会主义制度下的分配问题,形成了独树一帜的“大分配”观。这一分配理论的鲜明特点是:将分配问题看作所有制解决之后的重要问题;分配理论包含了国家如何分配宏观经济资源的问题;不仅对分配的理论和原则进行了阐述,而且对贯彻分配原则的制度保障也进行了理论和实践上的探索。刘少奇提出,分配问题是人民内部矛盾,解决好分配问题关系重大;正确处理积累和消费的比例关系,在发展生产的基础上提高人民生活水平;坚持按劳分配原则,反对平均主义;解决好劳动用工制度,保障按劳分配等。这些理论对于我们今天完善社会主义分配制度,完成构建社会主义和谐社会的历史任务有重要的指导意义。

Liu Shaoqi paid special attention to distribution within the socialist system, and formulated his own view of distribution. The characteristics of Liu＇s view include： distribution issue becomes very important after the Socialist Transform in system of ownership ; this theory of distribution concerns with distributing macro-economic resources; and the institution that guarantees such distribution was thought as well as the theory and principle of distribution. Liu held that the distribution problem, a kind of contradiction among people, should be resolved properly, the contradiction between accumulation and consumption should be handled correctly, the principle of distribution according to work should be adhered to and equalitarianism should be opposed, and system of recruitment should be reformed. These opinions are valuable for us to perfect our socialist distribution system and build a harmonious society now.
