推行工程项目代建制的意义及实践问题分析

On the Significance of Implementation of the Represent Regulation and Analysis on the Practical Problems

(中铁十四局工程发展股份公司上海200122)摘要:在分析现行工程项目投资管理体制弊端的基础上,介绍代建制管理模式的内涵、操作的基本架构以及相对传统项目管理模式的优势,从而阐明推行代建制的现实意义;根据国内代建制试点地区的实践,总结当前制约代建制企业发展的关键问题,并有针对性地提出改进或完善的建议。

This paper analyzes the definition and structure of the represent regulationlt tocuses on some advantages of the represent regulation to the traditional style while analyzing the problems in modem management system of engineering project investment. In addition, the author states the significance of implementing represent regulation based on the practices of the experiment site. In the end, this paper concludes some key problems when developing the represent regulation and provides some suggestion to promote its development.
