地市级科技情报(信息)机构改革发展展望

地市级科技情报(信息)机构作为全国科技情报系统的重要力量,在深入实施“科教兴国”战略,促进地方科技、经济和社会协调发展上发挥了重要的作用。通过提供科技情报支撑服务,搭建面向全社会的科技信息公共服务平台,大大加速了科技进步,促进技术创新和科技成果转化。但是,做为科研单位也面临国家和地方事业单位改革的新形势。为此,吉林市科技情报研究所于2005年8-9月分别派出两组技术人员赴山东、江苏、浙江、黑龙江和上海等主要城市的科技情报(信息)机构,就事业单位改革及情报事业发展情况进行了实地调研,通过与发达地区同行的对比分析,找出吉林市科技情报机构发展的差距,提出今后的发展方向。

The Region and City class science and technology information organization is an important power of national science and technology information system. In the thorough implement ＂science and technology education to make our country strong＂ strategy, it promotes science and technology, economy and societies development. By providing science and technology information service, building the public service platform of science and technology informarion for whole societies, it has accelerated science and technology progress consumedly, and has promoted the technique creative to convert with science and technology result. But, as the research unit, it also faces the new situation of the business unit reform of the nation and region. Therefore, the institute of science and technology information of Jilin City sere out two groups of technical personnels to leave for Shandong Province, Jiangsu Province, Zhejiang Province, Heilongjiang Province and Shanghai science and technology information organization in Augest 2005 to investigate the stitufion of business unit reform and information business devdopment. Comparing with them , we find out the development margin of Jilin City science and technology information organization and put forward the development direction of Jilin City science and technology information organization just to provide the reference for readers.
