摘要
本文在分析区域工业发展对环境影响的基础上,提出了区域工业发展环境成本核算体系,包括环境成本的构成、核算的原则和核算方法。将区域工业发展环境成本分为资源消耗成本和环境污染损失以及域内环境成本和域外环境成本,最后以西安市为例进行研究。所建立的环境成本核算体系能够全面反映工业发展所付出的环境代价及其空间响应。
Based on analyzing the environmental impact of the regional industrial development, the system of estimation of environmental cost was put forward, which include constitute, principle and methods of estimation. The environmental cost of the regional industrial development was divided into the cost of consumed resources and loss of polluted environment. Also it was divided into the internal environmental cost and the external environmental cost, And Xi＇an city was taken as a case study. The result showed the system of estimating environmental cost was constructed could generally reflect the environmental expense and its spatial response by industrial development.
