论循环经济的动力机制与制度设计

On Circular Economy's Impetus Mechanism and Institutional Design

循环经济是一种全新的经济增长模式,是一次人类从观念到行为的革命,因此其动力机制和制度保障是十分重要的理论和现实问题。但迄今为止,无论是其理论研究还是实践探索,普遍表现出偏重于理念与技术从而相对忽视动力机制和制度保障的倾向。对此,本文从四个方面进行分析讨论:一是循环经济的基本特性,二是为什么要重视建立循环经济的动力机制,三是循环经济发展动力机制的内涵和优化,四是如何设计循环经济的制度体系。

Circular economy is a brand-new model of economy growth and a human being＇ s revolution from ideas to behavlor, it will play a great role in theory and practice to probe into its impetus mechanism and institutional insurance, but up till now, there is a tendency to emphasize its ideas and technologies and to neglect its impetus mechanism and institutional insurance in the course of the circular economy＇ s theoretical research and practice probe. Therefore, this essay goes including four parts： （1） the fundamental features of the circular economy; （2） the significance to establish the circular economy＇s impetus mechanism; （3） the connotation of the circular economy＇s impetus mechanism and how to promote it; （4） how to design the circular economy＇s institutional system.
