该文从“水环境就是与水相关的自然环境和社会环境,也就是人类赖以生存和发展的与水相关的社会和物质条件的综合体”的定义出发,联系上海的实际情况,阐述了水的载体——河道、湖泊在水环境中的水循环、水资源、水安全、水文化、水生态、水景观等6个方面的作用。强调在河道、湖泊整治中,必须立足长远,统筹兼顾,符合经济、社会可持续发展的需要,满足广大人民群众日益提高的物质和文化需求,努力建设一个水循环正常、水安全保障、水资源丰沛、水文化丰富、水生态良好、水景观优美的符合现代化国际大都市要求的水环境。

From the definition that the water environment is the natural environment and the social environment relative to the water,is also the complex of the social and material conditions relative to the water on which the mankind rely for existence and development,and from the practical condition in Shanghai,the article sets forth the actions of the water carrier-rivers and lakes from six aspects of water cycle,water resource,water safety,water civilization,water ecology and water landscape in the water environment.The article stresses that it must be to base on the long term,to make overall plans and take all factors into consideration,and to comply with the demand of the economical and social sustainable development in the harnessing of the rivers and lakes,to meet the material and cultural demands increasingly enhanced by the broad masses of the people,and actively to build a water environment of normal water cycle,water safety guarantee,plentiful water resource,rich water civilization,good water ecology and beautiful water landscape complying with the requirement of the modernized international city.
