略论国有经济的支柱性地位

Comments on the backbone status of the state economy

论述了保证国有经济的支柱性地位是建设中国社会主义市场经济的必要基础,分析了国有企业改革的几种思路以及发达国家的公司治理结构,提出了建立有效运作的社会主义市场竞争制度的改革趋势和完善国有企业改革的产权隶属安排,以及分权制衡的公司治理结构。同时还给出了完善国有资产管理体制改革的一些建议。

The paper discusses that ensuring the backbone status of the state economy is the foundation of the Chinese socialist market economy construction,and analyzes several ideas about state-owned enterprise （SOE） reform and corporate governance structure of modern firms in developed countries. The paper also previews the reform direction of establishing socialist market competitive institution operating in effect,and suggests improving the property right assignment of SOE and dividing the rights tbr balance of modern corporate governance structure. Finally, some suggestions on management institution reform of state-owned assets are put forward in this paper.
