政策执行力研究有助于破解我国当前公共政策“执行难”的困境,更有利于加强党的执政能力建设。利用“力场”分析法解析公共政策执行力内涵及其构成,并认为政策执行力的根本源泉在于权力的合法性,改善政策执行力需要重点提升人力、财力、信息力、组织力、创新力、监督控制力等。

Capability of policy-implementation is the core factor of improving policy-implementation,which is also beneficial to structure the power of ruling-party. So the capability of policy-implementation is the object of this article,and its purpose is to analyze the capacity and to present the countermeasures to improve the capacity by ＂field＂ analysis.
