减轻东北国有企业债务负担措施的探讨

Discussion on the measures of reducing Northeast state-owned enterprises debt burden

计划经济时代遗留沉重的历史包袱——国企债务负担严重阻碍了东北老工业基地前进的步伐,为了抓住机遇,发展经济,必须减轻国企债务负担问题。首先描述了东北地区国企债务状况,并分析其形成原因和产生的不良影响,最后对如何减轻国企债务负担提出几点建议。

The heavy historical burden left from planned economy, the debt burden of state-owned enterprises, has hindered seriously the steps that the northeast old industrial bases would take for further development. In order to serize the opportunity and develop economy, the debt burden of state-owned enterprises has to be solved at first. This paper firstly gives the pictures of debt burden of state-owned enterprises in the Northeast. Then it analyses the forming reasons and the harmful effects. Finally some suggestions are put forward on how to remove the debt burden of state-owned enterprises.
