摘要
当前,特许经营制在我国城市公用事业市场化中面临着政府监管不力、承诺失信、定价机制不全,合同设计不完善、法律法规缺乏等主要问题。加强监管、完善合同设计和定价机制,建立合理的制度体系,推动我国公用事业市场化顺利进行,乃当务之急。
In the marketization of urban public utilities in China, franchising is currently confronted by some major problems, such / as inadequate government supervision, promises being broken, ineffective pricing mechanism, poor contract design, and lack of laws and regulations. A task of top priority is to tighten supervision, improve contract design and pricing mechanism, establish a rational institutional system, and add impetus to the marketization of public utilities in China.
