贵州省地方政府,尤其是县乡基层政府的债务负担问题非常突出,制约了地方经济的发展。通过对贵州省地方政府债务的情况分析可以知道债务的增加既是地方政府事权和支出扩大的必然后果,也可能会加大财政风险,因此必须对地方政府债务加强管理。

Debt burden is an acute problem for local governments in Guizhou, especially for grass - roots governments at county and township levels and has inhibited local economic development. An analysis is made of the debt burden of local governments in Guizhou. It is indicated that increasing debts not only are the inevitable eonsequences of their expanded power and expenditure but also may increase financial risk. Therefore, it is imperative to strengthen management of local government debts.
