摘要
对国际水资源管理体制、水权分配制度、水权交易制度与水权价格制度分类进行了详细比较,从中探寻国际基本水权管理制度建立的共同经验。
This paper highlights the comparison among the water resources management systems,the water rights distribution systems,the water rights trade systems and water rights price systems in foreign countries.From the comparison,the common experience of establishing the basic water rights management system in the world is studied.
