黄浦江干流新增防洪工程经济效益分析

Analysis of economic benefit of newly built flood prevention works in the main stream of Huangpu River

贯穿上海市中心城区的黄浦江洪潮水位可高出市区地面2～3m，给上海市造成极大的威胁。针对上海市目前实施的黄浦江干流新增防洪工程，在分析财产淹没损失的基础上较系统地分析计算了工程的直接经济效益和间接经济效益，经过国民经济评价得出结论：该工程具有良好的经济效益，且具有较强的抗风险能力。

Huangpu River running through Shanghai City belongs to the tidal plain river and the main flood discharge passage of Taihu River basin.During the discharge of upstream floods or attack of storm surges,the water level will be 2～3 m above the ground of the City with great threatening.With regard to the newly built flood prevention works in the main stream of Huangpu River,based on the analysis of loss of submerged properties,the direct and indirect economic benefits of the works are calculated.National economic evaluation shows that the flood prevention works are of good economic benefits and satisfactory risk resistance capacity.
