阐述了我国政府职能转变的必然性，介绍了政府职能转变的内容和表现形式，分析了土地利用存在的问题，以及政府职能转变对城市土地利用的影响，促进城市土地利用的完善与合理。

The necessity of the transform of governmental functions in our country is elaborated. Based upon introduction of the content and expressive form of transform and problems existed in land use the influences of transform of governmental functions on urban land use are analyzed in order to promote reasonable use of urban land.
