随着国家西部大开发战略的顺利实施,西部法治环境问题成为我国实施依法治国战略的重点和难点所在。探讨西部大开发法治,应当在“法律多元”的名义下进行讨论,详细分析国家法缺失与少数民族习惯法文化意识的价值。

With the successful implementation of the development in western China, the environment of rule by law has become the important and difficult problem for carrying out the strategy of governing the country by law. This article thinks we should discuss the rule by law under the name of ＂law become many faceted＂ and analyzes the shortness of national law and the value of the culture of customary law among national minority.
