摘要
城市房地产发展是城市化进程的一个主要内容,其开发经营的外部性对于社会和经济的发展既存在着正效应也存在着一定程度的负效应。外部性的产生有其特殊的内在影响因素和外在市场条件。通过价格协调、综合改造、明晰产权、税收补贴、政策管制等治理其外部不经济,可以促进房地产开发与城市化进程的协调发展和社会资源的合理配置。
The level of real estate development is a main part of urbanization. Externality of its development has negative influence to social flourishment and economic growth. There is special causation to the formation of the externality in the development and management of real estate of the city. Through price ,tax ,allowance ,government regulation and property right ,the non-economy of the externality can be amended ,which will promote the coordination and the optimization of the resource allocation.
