福建省高新技术企业的产权制度改革问题探讨

Investigation of the Property System Reform for High-tech Enterprises of Fujian Province

本文分析了福建省高新技术企业产权制度的现状和进一步改革的建议,认为高新技术企业的产权制度具有突出人力资本作用的特点,除了进一步明晰高新技术企业产权关系、完善产权结构外,必须推行职工持股制,扩大期权制试点,约束和激励科技型人力资本。

The paper analyzes the current status to the property system existing on high-tech enterprises of Fujian and suggestions for its further reform. It proposes that the property system of high-tech enterprises has the characteristics of emphasizing the function of human capital. Therefore, apart from clarifying the property relationship of high-tech enterprises, it is important to push forward the Employee Stock Ownership System, to expand the exhibition area of stock option, and to stimulate and restrict the kind of human capital among high tech fields.
