农村基层民主选举过程中存在的问题与对策

Problems Facing with Democratic Election at Rural Basic Level and Their Countermeasures

农村基层民主选举推动了我国民主化进程,促进了农村稳定和经济发展。但由于对基层民主选举认识的不一致,实践中制度不建全,有关法律、法规不配套,程序操作的不规范以及人为因素的影响,直接引发或诱发了村民之间的矛盾,给农村政治稳定带来了不利的影响,成为建设和谐社会的障碍。应当健全村委会选举制度,加强农村法治建设,进一步规范基层民主选举的程序,推进“四个”民主的统一。

Democratic election at rural basic level has stirred the democratic process in China, and enhanced rural social stability and economic development. However, people disagree with each other in how to understand such a democratic election at basic level. Some laws, regulations and institutions are imperfect or unsystematic. The procedure of implementation is irregular and some artificial factors are influent upon the election. All of these problems have led to conflicts between farmers in a direct or indirect way, which are of unbeneficial impact upon political stability of the rural areas, and even become an obstacle to harmonious society building. We must consummate the system of village committee election, strengthen legal system building for rural regions, and further regularize the procedure of democratic election at basic level. A unification of ＂four＂ democracies has to be pushed forward.
