摘要
铁路原有的运输生产力布局不适应内涵挖潜、提高运力资源使用效率的要求,不适应建设现代化检修基地、提高设备质量的要求,不适应运输企业减员增效、提高劳动生产率的要求,不适应建设发达铁路网、实现铁路跨越式发展的要求。近年来,铁路生产力水平发展较快,为运输生产力布局调整创造了更加成熟的条件。运输生产力布局调整分为规划方案与全面推进、优化完善与深化微调两阶段向前推进,取得了显著成效。目前正在进一步优化新增资源的生产力布局,做好既有运力资源的优化配置,完善站段、车间的制度管理,整合生产作业流程,不断提高站段和车间的管理创新能力。运输生产力布局调整使资源配置得到优化,解决了运输生产站段规模小、数量多和主要干线分割严重,作业区段短的问题,为铁路局直接管理站段和实施内涵扩大再生产创造了条件。
The existing transport productivity layout cannot meet requirements of raising the efficiency of transport capacity,and raising the quality of equipment.The development of railway productivity has laid a strong material foundation.The adjustment is divided into two phases,including overall promotion according to layout and delicate adjustment while deepening and optimizing,both of which have made great achievements.At present,we are further optimizing productivity layout of both new arrival and existing resources,perfecting system management of stations,depots,and workshops,and increasingly improving their ability of management innovation.The Adustment optimized resource allocation,solved the severe division of main lines,and provided advantages for railway administrations directly managing stations and depots and enlarging inner capacity and reproduction.
